Rio Linda Senior Housing is a 100-unit permanent supportive housing community developed by Urban Capital in partnership with the City of Sacramento and Gateway Development. The project is funded by the California Department of Housing and Community Development through its Homekey+ program (funded via Prop 1). The project utilizes factory-built homes of approximately 240 square feet each—complete with kitchenettes, full bathrooms, and free internet—along with shared laundry, storage, community gathering spaces, a community garden, and on-site property management and supportive services offices. The community serves adults age 55 and older, with roughly half the homes designated for homeless veterans with behavioral health needs. Residents will hold standard leases and be reserved for individuals making no more than 30% of the area median income. Five full-time case managers will provide on-site supportive services, in addition to service and property management personnel. This project is designed as a proof point: dignified, permanent housing can be delivered at a fraction of the cost of conventional affordable housing. Capital costs are $207,000 per unit—roughly one-third the $600,000+ typical for new income-restricted apartments in Sacramento—by using code-compliant factory-built homes rather than traditional stick-built construction. At an all-in cost of roughly $63 per person per day (housing + supportive services), California could house and serve its entire estimated 180,000 people experiencing homelessness for about $4 billion per year. That is a fraction of what the state and localities currently spend on high-cost, low-throughput approaches that leave tens of thousands on the street. Rio Linda demonstrates that with the right product, capital efficiency, and operational model, we can move from managing homelessness to solving it—at scale, with dignity, and at a cost the state can actually sustain.Construction is expected to begin in early 2027, with occupancy targeted for early 2028.
